Tuition fees

Decree No. 2026-385 of May 19, 2026, restricts the possibilities for exemption from tuition fees at public higher education institutions.

New rates applied:

Bachelor's degree: €2,902 per year (compared to €178 for other students)
Master's degree: €3,950 per year (compared to €254 for other students)

Proof of income for residency documents

Decree 2026-526 of June 22, 2026, provides for a change in the minimum income requirement for visa and residence permit applications submitted on or after August 1, 2026.

New rate applied (student): €877,50 per month (compared to €615)

Fiscal stamps for residency documents

The Finance Act for 2026 increased the cost of fiscal stamps effective May 1, 2026.

Housing allowance (APL)

Decree No. 2026-552 of June 27, 2026, provides for the removal of APL housing benefits for non-EU students who do not receive a scholarship, effective July 1, 2026.

*A non-EU student is a student who does not hold the nationality of France or of a country within the European Union, the European Economic Area, or Switzerland. However, depending on their personal situation, their degree, or any applicable exemption, they may not be subject to the differentiated tuition fees outlined on this page.

I have arrived in France on a short-term visa "C" or a visa mentioning "temporary exemption from residence permit" or without a visa and I wish to enrol at university. Can I still apply for my residence permit?

No.

The visa type "C" , as well as the "long-stay temporary" visa, with a residence permit exemption, does not authorise you to apply for a residence permit. It authorises you to stay in France until the last day of its validity.

The procedure is the same if you have entered in France without a visa as a tourist for a period of up to 90 days: more information on the website of the Ministry of the Interior and Overseas France.

If you wish to study in France and obtain a residence permit, you must apply for a "long-stay student visa" from the French consulate in your country of origin.

I want to change my status from "student" to "employee". What should I do?

In order to change your status from "student" to "employee", the first step is to submit your application via the demarches simplifie. The Prefecture will then schedule an appointment to process your application.
